The first thing you need to know is that you will have to be at Rank 4 with Yuko Nishiwaki, The Strength Arcana. The next time you speak with her after that, she will tell you about the monk who gets drunk all the time and whom you can find at Club Escapade.
Where to find the monk at Club Escapade?
Club Escapade itself is located at Paulownia Mall, on the west side of it (you can’t miss it). However, first, you need to be at least Rank 2 (Ordinary) in the Courage stat to enter the club. Most people will naturally reach that level by the time they get to that point with Yuko, based on my experience. But just in case you haven’t yet, I recommend making a few trips to Wild Duck Burger to increase your Courage faster. Mutatsu will only be available at night, so check your map every night to see if his card appears and then make the trip over there.
Once you find Mutatsu, he’ll be chilling on the second floor. Upon talking to him, he’ll either ask you to get him a few drinks or to get out of his way. Heading back to the first floor and turning right, you’ll find the server. Speaking to him will inform you that you need to take his rounds of orders for him.
